Runeword Changes
Runewords are great, but many are limited because of the base item they can be made in. I would open up the idea of having more runewords available for different types of weapons, especially the more expensive runewords. I would also do a lot of touch ups on lesser used runewords, and give more variety to a few of the very popular runewords. Only changes are listed here.
• Original Runeword Changes
Lots of the original runewords are great, and fun for early game. Only a handful really need to be upgraded.
• Black can be made in any 3 Socket Weapon.
Io takes level 35, and this is way under powered for what you get. This seems like a decent mid game bow, but is limited by what it could be made in.

• 1.10 Runeword Changes
This set of runewords changed the way we play Diablo 2. With the release of Enigma, Call to arms, Grief, Spirit, Insight, Infinity, and more the game fundamentally changed. I think they've been out long enough that they are a part of Diablo 2, and shouldn't be nerfed. I would work on a handful of the other runewords that could use slight tweaks or even major reworks to become much more viable and create new builds.
• Beast can be made in any 5 Socket Melee Weapons.
Beast is awesome but needs minor updates to really scale with other late game runewords. Being able to be made in any 5 socket melee weapon gives Sword barbs (and act 5 Mercenary's) a great offhand weapon. Giving +more skills to Werebear and Lycanthropy gives much longer transform time, and allows people to have more variety to fun bear builds.

• Brand
Brand cost is insane for its value. Its a fun idea, but has almost no use case. Giving it Resist Lightning aura makes it viable for an Act 1 mercenary.

• Famine can be made in any 4 Socket Weapons.
Great idea for a Runeword, made to bypass immunity's, but it doesn't have enough damage to deal with anything in Hell Difficulty.
15% Chance To Cast Level 7 Lower Resist On Striking [Added]
Adds 380-450 Magic Damage [Increased from 180-200]
• Harmony can be made in any 4 Socket Weapon.
Harmony is an interesting runeword, allowing it to be made in any weapon would see its usefulness skyrocket.
• Heart Of The Oak can be made in 4 Socket Swords.
Give's act 3 mercenary's the ability to use this amazing caster weapon.
• Ice can be made in 4 Socket Staves, Spears & Polearms.
Ice is another very interesting runeword, allowing it to be made in more bases weapon would open up a lot of new and unusually use cases for it.
• Infinity can be made in 4 socket Missile Weapons.
Conviction OP. The main reason act 2 mercenary's are so popular is because they can use this item, giving it more bases just seems like a must for diversity.
• Kingslayer
Kingslayer is so close to being a great runeword. The +1 to vengeance is basically useless, so improve that and add a bit more stats.

Voice Of Reason is a very unusual runeword, it has virtually no use case. I would give it a Resist Cold aura, and add a few additional boosts to any caster build.

Its weird that they added several runewords that have low use case, and one that has an aura with similar cost. Just adjusted the other helms to match Cure. Mosaic is way overpowered.

• Mosaic Can only triggers the last charge up skill used.
This runeword absolutely breaks Martial Arts assassins, breaks balance in PVP, and breaks lots of peoples graphics cards. Its weird that they added several runewords that have low use case, and one that has an aura with similar cost. Just adjusted the other helms to match Cure. Mosaic is way overpowered.

My main issue with runewords is that a couple white items are fantastic, but many bases are unused for runewords. I would like to see more runewords use a variation of white items, so more people would be searching for, say white wands sorc orbs, 2 or 4 socket armor, 2 socket helms, and even ethereal variations of white items we would normally not even pick up. I'd also like to see runewords add a few lesser used skills for different classes.
