Changes to Unique Items
Unique items are one of the most amazing things to find in the game. But they are completely out scaled by Runewords. I would improve some of the "almost good enough" unique items, and add socket slots, so they will see more usability. Only changes are listed here.

New Unique Items
Many of Diablo 2 elite level items do not have a unique version, this makes most of the high level uniques you find significantly weaker than runeword counterparts. Most unique items become obsolete because they are out scaled by runewords, and because runewords can't use jewels, it means most jewels become obsolete as well. I would add many new high level uniques with sockets, to give much needed variability to builds. Here are some of my ideas:
